Global Residence Program

The Malta Global Residence Programme (GRP) is tailored to attract individuals who are non-EU/EEA/Swiss nationals. Participants can engage in employment in Malta upon meeting the necessary work permit requirements.

Additionally, the GRP offers a special tax status, allowing to benefit from a fixed tax rate of 15% on foreign income remitted to Malta. Applicants must demonstrate a stable income, purchase or rent property in Malta or Gozo and possess valid health insurance to qualify.

Successful applicants are subject to an annual minimum tax of €15,000 (a flat rate of 15% on foreign income remitted to Malta) with the possibility of double tax relief.

Beneficiaries also gain residency rights, healthcare access, educational opportunities and visa free Schengen zone access.

Key Points

Holders of the EU Residence Card issued under the program enjoy visa free travel within the Schengen Area.

Spouses, parents, siblings and unmarried, financially dependent children under 25 are can also apply under the program. Unmarried in long term relationship living together couples are also eligible.

Participants are granted residency rights in Malta, allowing indefinite renewal of residence permit as long as meeting the program criteria (payment of the minimum tax, maintaining rental/ownership of the property and the health insurance).

Residents are taxed at a flat rate on foreign source income remitted to Malta and are not taxed in Malta on foreign source income not remitted to Malta (income received on foreign bank accounts, which is not transferred to Malta, is not taxed to Malta).

General Conditions

Non-EU, non-EEA, or non-Swiss nationals are eligible.

No formalities for demonstrating minimum residence in Malta.

Holders must not reside more than 183 days a year in one other jurisdiction.

Rent or own a qualifying property as their principal residence:

Owned property:
- Malta (excluding the south of Malta): value at least €275,000
- South of Malta and Gozo: value at least €220,000

Rented property:
- Malta (excluding the south of Malta): annual rent of at least €9,600
- South of Malta and Gozo: annual rent of at least €8,750

Pay the minimum required tax of €15,000 annually.

Health Insurance for self and dependents covering all EU risks, including Malta.

Have stable and sufficient assets to support themselves and dependants.
English or Maltese language skills.

Be a fit and proper person with no criminal record.

Digital Nomad Visa

Malta’s Digital Nomad Visa, also known as the Nomad Residence Permit (NRP) is launched in 2021 which allows third country remote workers or freelancers to legally reside in Malta while working remotely.

General Conditions

Available to third country national and at least 18 years old.

Employed, self-employed and freelance professionals who can work remotely using telecommunications technologies, remote workers linked to a foreign company.

Freelance: Offer freelance or consulting services to clients residing abroad.

Employed: Work for an employer registered in a foreign country with a demonstrated employment contract.

Self-Employed: Conduct business activities for a foreign registered company as a partner or shareholder.

Have a minimum gross annual income of €42,000 (increases if you apply for family reunification).

Family members (spouse, minor children and adult unmarried dependent children) can be included.

Initially issued for one year with the possibility to renew up to a maximum of three years, for a total stay of maximum four years in the country subject to meeting the eligibility criteria.

Have a valid property rental or purchase agreement.

Have health insurance for self and dependents covering all EU risks, including Malta.

The Nomad visa does not permit conducting business in Malta, working for a Maltese company or providing freelance services to Maltese clients.
